Ministrul Justiției, Cătălin Predoiu, a declarat luni că în penitenciare sunt 20 de condamnați pentru abuz în serviciu, iar 625 de cauze de acest fel se află pe rolul instanţelor de judecată.
Despre faptul că nu a propus un prag valoric pentru abuzul în serviciu până nu a izbucnit scandalul, deși CCR a impus acest lucru printr-o decizie, Predoiu s-a fofilat:
„Am discutat de un număr de nu mai puţin de 13 ţări în care există infracţiunea de abuz în serviciu fără prag. Cu asta am început şi asta am spus colegilor deputaţi. Noi am făcut o cercetare prin reţeaua judiciară europeană şi 13 ţări nu au prag la abuz în serviciu. Există Austria, care are un prag de 50 de milioane, şi există alte patru ţări – Estonia, Letonia şi încă două ţări – care au ca prag o indicaţie de pagubă deosebit de considerabilă”, a explicat Predoiu.
Iniţial, Ministerul Justiţiei, potrivit acestuia, a pus în dezbatere publică proiectul de lege fără prag, el motivând că „tot cum se precizează într-o decizie a Curţii Constituţionale, din 2017, revine legiuitorului responsabilitatea stabilirii acestui prag”.
„Atunci, noi n-am vrut să restrângem această dezbatere, să lăsăm parlamentarilor întreaga plajă de opţiuni, plecând de la deciziile Curţii, să stabilească acest prag”, a adăugat Predoiu.
Întrebat cum a ajuns la propunerea pe care a făcut-o privind un prag de 9.000 lei, Predoiu a spus: „Plecând de la decizia Curţii Constituţionale din 2018, care a spus că un salariu minim este un prag derizoriu, noi am multiplicat acest salariu minim brut pe economie şi am ajuns la 9.000 lei”.
Întrebat în legătură cu decizia senatorilor ca acest prag să fie de 250.000 lei, Predoiu a spus: “Aşa cum v-a spus şi domnul secretar general al Partidului Naţional Liberal, noi am avut un mandat să facem aceste multe discuţii”.
